State Counselor Erlan Karin highlighted the
significance of the draft new Constitution at a regular national meeting on
domestic policy. According to him, for the first time, the Preamble and the
opening articles of the country’s Basic Law explicitly enshrine the fundamental
pillars of statehood – Independence and Sovereignty – as well as the core
principles guiding the work of the state. He stressed that the document serves
both as a compendium of key legal norms and as a reflection of the fundamental
goals and guiding principles of society. In terms of its ideological and
value-based importance, he noted that, if approved in the referendum, the new
Constitution would provide a platform for a qualitatively new level of social
consolidation. During the meeting, the State Counselor also spoke about the
implementation of the Presidential decree on the basic principles, values, and
priorities of domestic policy. For the first time at the state level, the
document sets out and systematizes the key goals, objectives, and priorities in
this field. According to Karin, the decree is intended to coordinate the work
of government bodies in this area and give society a clearer understanding of
the guiding ideas behind state policy.
