Parliamentary reform paves the way for an overhaul of Kazakhstan’s
entire political system, Mazhilis Speaker Yerlan Koshanov stated at a meeting
of the lower house of Parliament during discussions
on the President’s initiatives. He said the reforms initiate
institutional transformation at the national level and envisage a reboot of the
power structure. A key decision will be the creation of a unicameral
parliament, which will strengthen political accountability, the role of
parties, and the efficiency of the legislative
process. Furthermore, forming parliament under a proportional system will
enshrine the principles of a multiparty system and the autonomy of the
legislative branch.
«There are
currently six factions working in the Mazhilis. We have accumulated valuable
experience in a multiparty system. These developments should form the basis of
a future unicameral Parliament, which will be elected under a proportional
system. At the same time, the Head of State’s renunciation of the presidential
quota and the abolition of the Ethnic Assembly’s quota signify the granting of full autonomy to
Parliament. We see broad public support for the reform. Importantly, this
liberal initiative is unequivocally supported by international political
organizations and fully aligns with international practice and global
conventions. In short, bold and democratic steps are being taken in the history
of domestic parliamentarism,» said Yerlan Koshanov,
Chairman of the Mazhilis, the lower house of the Kazakh Parliament.
Koshanov also noted that the President’s proposal to name the
future parliament a Kurultai reflects historical traditions and a sense of
responsibility for the country’s future. He emphasized that extensive legislative work lies
ahead, involving all deputies and factions.
