The Kazakh Government has approved a Comprehensive Livestock Development Plan for 2026–2030. The document outlines systemic state support measures for the sector, with a focus on increasing livestock numbers, boosting productivity, and expanding export potential. Today, livestock farming accounts for 39% of the country’s gross agricultural output. However, current growth rates do not fully reflect the sector’s potential. Implementation of the plan is expected to increase cattle numbers to 12 million head, raise meat production to nearly two million tonnes, and double exports to 165,000 tonnes. The plan also includes preferential lending programs at an annual rate of 6% for the purchase of breeding stock across all livestock categories. Projects aimed at developing pasture infrastructure will receive support under a unified concessional lending program at 6% per annum, with funding of up to 50 billion tenge. In addition, the plan places strong emphasis on workforce development and strengthening veterinary safety. Modernization of veterinary facilities will continue, while the results of the National Agricultural Census will be integrated into digital platforms and used as a unified source of record.
