Amendments to Kazakhstan’s Constitution are not about
following global trends, but are a response to internal changes that began in
2022, according to Azerbaijani political scientist Ilgar Velizade. He noted
that Kazakhstan is not copying foreign models, but is adapting effective
mechanisms while taking into account its own history and unique statehood. The
reforms aim to establish a more balanced system of governance: strengthening
the role of Parliament, expanding the powers of elected bodies, and
redistributing some presidential functions. One of the key elements of the
reforms is the Listening State concept, the expert noted.

It is no coincidence that he proposed the idea of a ‘Listening State’ - a state that hears the needs of society, draws specific conclusions, and takes concrete decisions. This emerging system of checks and balances is aimed precisely at making effective decisions that reflect the interests of Kazakh citizens,» noted political scientist from Azerbaijan Ilgar Velizade.
