Kazakhstan is digitizing its water resources and introducing new technologies at twice the pace of European states. The country’s progress in this field has been highly praised by international experts. According to Hubert Lohr, an United Nations Development Programme (UNDP) international advisor for water resources management, the sector’s effective coordination and its favorable environment for innovation deserve high recognition. Notably, Kazakhstan is currently developing a National Water Resources Information System. Pilot testing is also underway for an electronic contract system for irrigation water supply, while the coverage of river flow modeling and forecasting systems continues to expand.
«If I compare directly with what I have seen here, double the time in Europe. I was surprised and deeply impressed by the motivation. Motivation keeps people doing something. And that was, for me, an impressive thing. Here you have a so-called enabling environment. The actors — the Water Ministry, the Water Minister, Vice Ministers, and departments — pull in the same direction and they have a common goal,» said Lohr.
