Tax and customs administration reform underway in Kazakhstan

Kazakhstan continues a large-scale reform of tax and customs administration, driven by digital technologies and big data analytics. Prime Minister Olzhas Bektenov chaired a meeting on fiscal policy development and the rollout of new digital solutions, with a key focus on service delivery, transparency, and a fair approach to businesses and citizens. The country’s State Revenue Committee has transitioned to a new digital architecture, replacing 12 outdated information systems with five modern platforms. This has accelerated the processing of tax reports, reduced service delivery times, and improved convenience for businesses and citizens. Currently, digital services support around 1.7 million taxpayers, while the processing time for tax documents has been reduced from one hour to just one minute. Particular attention has been given to the automatic pre-filling of VAT declarations, digital tax refunds using the digital tenge, and the development of a unified Big Data analytics platform. The platform consolidates data from 74 sources, enabling targeted identification of risks and illegal schemes. Last year, analytical tools generated more than 700 billion tenge in additional budget revenues. At the same time, the digitalization of customs administration is ongoing, with the introduction of the KEDEN information system as a key element of the reform.
