Kazakhstan is holding the National Kurultai (Congress) for the fifth year. It is an authoritative platform for developing concrete solutions and has already proven its effectiveness. Its decisions are reflected in legislation, government initiatives, and social reforms. Notably, the decree establishing the National Kurultai was signed in June 2022 by President Kassym-Jomart Tokayev. The first session, held in Ulytau, addressed a wide range of issues – from language policy and civil service staffing to historical heritage and ideas for social development. One key outcome was the reinstatement of Republic Day as a national holiday. The second session of the National Kurultai took place a year later in Turkistan, Kazakhstan’s spiritual capital. It resulted in the decision to restore three border districts: Katon-Karagay, Markakol, and Makanchi. Special attention was also given to improving state symbols, preserving cultural heritage, and fostering education and youth development.
«At the Kurultai in Turkistan, the Head of State announced the large-scale ‘Reading Nation’ initiative. A special working group was formed, and implementation mechanisms were developed for each area. The project’s mechanisms and plans are currently being rolled out in the Kostanai and Karagandy regions, as well as in Shymkent. Its pilot phase began in September 2025,» said Zhanarbek Ashimzhanov, Member of the Mazhilis, the lower house of the Kazakh Parliament.
The outcomes of the 2024 session held in Atyrau were also substantial. Nine laws were adopted at the meeting, including legislation aimed at protecting women’s rights, ensuring child safety, and combating gambling addiction. Last year, a large-scale session in Burabai addressed nearly all areas of life, with a focus on digitalization and AI, the development of energy, transport, tourism, and science, as well as plans to establish science cities near Almaty and in Kurchatov.

recognize the Head of State’s approach to developing education and science, as
well as the support he provides to the sector. Previously, the National Academy
of Sciences was essentially a public organization, and it now holds the status
of the National Academy of Sciences under the President,» said Karimbek Kurmanaliyev, Member of the Kazakh
National Academy of Sciences and of the National Kurultai.
