Kazakhstan is set to strengthen support for the
creative industries. Deputies of the Mazhilis, the lower house of the Kazakh
Parliament, have adopted a draft law on supporting and developing the creative
sector in a second reading. The document has been sent to the Senate, the upper
house, for consideration. The bill establishes systemic state support for the creative industries
and regulates its
activities. In the course of its consideration, lawmakers amended legislation on culture, youth
policy, and cinematography. In particular, the document expands support
measures for youth initiatives and clarifies approaches to financing national
cinema. The Ministry of Culture and Information is granted the authority to
monitor the attraction of private investment, while local administrations are
empowered to foster creative entrepreneurship and talent development.
Regulation of mass cultural events and film distribution has also been
strengthened. The implementation of the law is expected to create transparent
conditions for the growth of creative businesses and increase the sector’s
contribution to the national economy.
«The bill aims to further regulate creative activity procedures. It introduces the concepts of a creative industry
worker and a register of creative industry entities. It establishes the
authority of the Ministry of Culture and Information to monitor private
investment in creative industry projects. Local administrations are empowered
to create conditions for self-realization and talent development through the
promotion of entrepreneurship in the creative industries. The bill also includes provisions to protect the
rights of creative industry workers to promote creative freedom and professional development,» said Mazhilis Member Nurgul Tau.
