The Law «On the Special Status of Alatau City» is set to be adopted by the end of March, Deputy Prime Minister and Minister of National Economy Serik Zhumangarin announced at a government meeting. As part of implementing the provisions of the new Constitution, draft laws have been developed establishing a special legal framework for Astana and Alatau. The Alatau document designates the city as a «zone of accelerated development», incorporating advanced international standards. Particular focus is placed on the development of unmanned transport and digital assets. For the Kazakh capital, new governance mechanisms are envisaged in the areas of urban planning, migration, and transportation. Both documents aim to attract investment and enhance the efficiency of local public administration.
«A special regime of taxation and budgetary relations is envisaged. The
draft law is currently under consideration by Parliament. The first reading is
scheduled for March 20 at a joint session of both houses, with the second
reading set for March 27,» said Kazakh Deputy Prime
Minister and Minister of National Economy Serik Zhumangarin.
