Around 600 meetings have been held by Senate members over the past few weeks to explain the provisions of Kazakhstan’s updated Basic Law to residents of the regions. The new Constitution provides a timely response to global challenges, strengthens the state’s resilience, and ensures a systemic overhaul of political institutions. Speaking at a session of the Upper House of the Kazakh Parliament, Senate Chairman Maulen Ashimbayev noted that the reform creates a modern and effective political model focused on protecting citizens’ rights and fostering genuine dialogue with society. He emphasized that the document places the individual at the center - their life, rights, and freedoms - which are enshrined as the highest value of the state.

of the reform is the individual: human life, rights, and freedoms are
officially proclaimed as the highest value. In this way, the new Basic Law
transforms the system of governance into a mechanism for protecting citizens’
interests. Senate members, working closely with the
public, experts, civil society representatives and youth, fully support holding
a referendum on the new Constitution. At this historic moment unity and
solidarity of our people are of particular importance,» noted Maulen
Ashimbayev, Chairman of the Senate, the Upper House of the Kazakh Parliament.
