Referendum a key tool of direct democracy, experts say

The adoption of a new Constitution through a nationwide referendum plays a crucial role in Kazakhstan’s sustainable and democratic development, foreign experts say. This format allows citizens to participate directly in shaping the principles of the country’s development, strengthening dialogue between the government and society. According to Uzbek political scientist Ravshan Nazarov, the referendum serves as a mechanism for renewing the social contract, enshrining new principles of interaction between the state and society.

«A referendum is an institution of direct democracy. In countries with well-developed democratic systems, such as Switzerland, referendums are held regularly — sometimes more than one, with three or four taking place. The fifth referendum in Kazakhstan’s history shows that this instrument has become an important part of the country’s political system as a modern democratic state,» Nazarov said.
