The constitutional reform in Kazakhstan is also being discussed abroad. Experts describe the holding of a referendum as a crucial decision that directly reflects the country’s democratic path. In this regard, Azerbaijani political scientist Orkhan Yolchuyev emphasizes that in recent years several packages of reforms have been implemented in Kazakhstan, contributing not only to the transformation of domestic policy but also to strengthening the country’s status on the global stage. The expert described Kazakhstan as a ‘golden bridge’ between Europe and China, as well as the economic leader of Central Asia, noting that the country produces more than half of the region’s total GDP. He is confident that, against this backdrop, significant changes to the Constitution are a logical continuation of the state’s modernization, particularly with regard to reformatting the work of legislative bodies.
«Under the current conditions, the bicameral system
had become rather cumbersome. A bulky mechanism in which the approval of
decisions required two stages. As a result, the consideration of each bill took
too much time. Clearly, there is now a need to work more efficiently and to make
decisions more promptly,» noted Orkhan Yolchuyev, Director of the STEM Analytical
Center, Azerbaijan.
