Observers from the Shanghai Cooperation Organisation described Kazakhstan’s nationwide referendum on the new Constitution as transparent, credible, and democratic. According to their assessment, the vote was conducted at a high organizational level and in an atmosphere of trust. The mission also noted strong civic engagement among Kazakh citizens and the well-coordinated work of commissions at polling stations. Observers said that all necessary conditions for voting were created and the principles of impartiality were fully observed. Representatives of the mission emphasized that the referendum marked an important step toward the further development of democratic processes in the country.
«I would like to note that these innovations and significant changes are being perceived by people as a step toward the future. They see that these measures are aimed at creating a more structured system of governance. The President is transferring more powers to the Parliament, to the people, since it is the people who elect the MPs. This message is very important for citizens. It is a highly responsible step, and it can be said that Kazakhstan is ready for it today,» said Alexey Chepa, an international observer from the SCO.
«I can say
for sure that, based on our current assessment, the referendum is being
conducted at a very high level. Many aspects have been carefully taken into
account, both from an organizational and a technical perspective. The necessary
conditions have been created, including for people with disabilities. Today, we
have seen voters actively coming to polling stations to cast their ballots,» noted Artur Kokhoev, another international observer from the SCO.
