The key provisions of the draft
new Constitution were discussed by Senate Chairman Maulen Ashimbayev at a
meeting with members of the maslikhats,
farmers, representatives of ethnocultural associations, and young people of the
Zhetisu region. He noted that the constitutional reform has strategic and historic
significance and is aimed at strengthening democratic principles and comprehensively
modernizing the political system. According to Ashimbayev, the draft
Constitution identifies human capital, the strengthening of statehood,
independence and sovereignty, as well as the preservation of domestic political
stability and public harmony as the key priorities for further development. The
proposed amendments contribute to the formation of an effective model of public
administration and to ensuring the consistent transformation of government institutions.
«The national referendum on the new Constitution marks a historic milestone in implementing President Kassym-Jomart Tokayev’s course toward deep and systemic modernization of the country. The adoption of key decisions about Kazakhstan’s future based on the will of its citizens is clear evidence of a commitment to democratic principles. The primary objective of the constitutional reform is to strengthen Independence and improve the well-being of citizens. In this regard, the draft new Basic Law places special emphasis on the rule of law, the protection of citizens’ rights and interests, as well as the country’s sustainable development,» noted Maulen Ashimbayev, Chairman of the Senate, the Upper House of the Kazakh Parliament.
«I believe that the
reforms are being carried out at a very timely moment, as significant global
shifts are currently taking place in the world, and our country should keep up
with everything that is happening. I believe that the constitutional reform at
this stage reflects contemporary realities and ongoing changes,» said Alexander Khilnichenko, Deputy Chairman, Limited Partnership
