International observers are reporting on the results of their
missions. Representatives of the Parliamentary Assembly of Turkic States
(TURKPA) positively assessed the preparation and conduct of the nationwide
referendum in Kazakhstan, noting the high voter turnout as a clear sign of the
citizens’ strong interest in the country’s ongoing reforms. Osman Mesten, head
of the delegation, emphasized that the referendum paid particular attention to
ensuring inclusivity and accessibility of the electoral infrastructure for
people with special needs, creating equal and comfortable conditions for all
voters. Overall, TURKPA representatives visited 115 polling stations during the
referendum, monitoring the opening of the stations, the voting process, and the
counting of votes.
«The mission conducted its work in full adherence to
the principles of impartiality, objectivity, independence, transparency, and
non-interference in the electoral process. Based on its observations, the
mission concluded that Kazakhstan’s constitutional referendum was carried out in
accordance with national legislation and international standards,» said Osman Mesten, head of the TURKPA Observation
Mission, member of the Grand National Assembly of Türkiye.
The Mission of the Organization of Turkic States visited 31 polling stations in Astana. According to international observers, no interventions by administrative or law enforcement bodies were reported. In their assessment, this indicates the openness and transparency of the process. According to OTS Deputy Secretary General, Ömer Kocaman, the constitutional changes mark a new stage in Kazakhstan’s history. The key reforms, including the modernization of Parliament and the development of civil society institutions, are of strategic importance and could have an impact on the development of the entire Turkic region.
«In a very democratic manner, in a very open and
transparent way, Kazakhstan conducted this referendum. And of course, there are
important developments by the new Constitution. Now there will be a unicameral
system in Kazakhstan, Kurultai is coming out. And in Turkish history, in our
common history, Kurultai is our common word, terminology. It has very valuable,
important meaning for us, for all Turkic world,» said Ömer Kocaman, the OTS Deputy Secretary General.
