The new supreme advisory body, Khalyk Kenesi (People’s Council), will combine the experience of the National Kurultai and the Assembly of the People of Kazakhstan. The Head of State has previously noted that it will represent all ethnic communities, population groups, and regions. The SARAP expert club believes that the Council should include the most authoritative and active public figures, who will elect the Chair. The new body will have the right to propose legislative initiatives. This approach will strengthen public participation in decision-making.
«It is important that such serious
institutions are being created as additional tools
for communication and information exchange between the state and society. We
have gathered to develop common positions, exchange views, and submit relevant
recommendations from the Council to the Constitutional Court, which serves as
the working body of the new commission,» noted Kazakhstan Institute for Social Development Board Chair Zhuldyzai
Iskakova.
Mazhilis Member Yuliya Kuchinskaya also believes that the Khalyk Kenesi will serve as an additional institution for expressing public opinion and as a platform for turning ideas into concrete laws.
«Our state-level advisory and consultative body will have the right to
initiate legislation. This is critically important. These will no longer be
general recommendations, but specific legislative proposals. Representation
is also key: 42 members from
ethnocultural associations is more than the quota of five. This truly represents a significant opportunity for regions and
ethnocultural associations at the regional level to have their voices heard,» said Yuliya Kuchinskaya, a member of the Mazhilis, the Lower
House of the Kazakh Parliament.
