Kazakhstan’s e-Qyzmet portal has received high recognition from the Organisation for Economic Cooperation and Development (OECD). The OECD’s international OPSI platform highlighted Kazakhstan’s experience in implementing an integrated human resource management information system that fully automates HR processes in the public sector. The e-Qyzmet system is a key tool of digital modernization, integrating all personnel data, eliminating bureaucratic barriers, and minimizing the risk of subjective decision-making. Today, the platform encompasses over 400 management and HR processes across all government agencies. Thanks to digitalization, e-Qyzmet has enhanced transparency and accessibility of the HR system. On average, five applicants now compete for each vacancy. According to the Agency for Civil Service Affairs, the publication serves as international confirmation of Kazakhstan’s progress in digitalization and HR development. It also demonstrates that the country’s digital transformation experience is of global interest.

that we are making decisions that have gained recognition and support from the
international community. This is exactly what makes our system unique.
Previously, no such system existed or had been implemented — it is a true innovation. The next
criterion is that its impact is measurable. We are not simply stating that we
implemented the system; we have actually demonstrated with concrete data that
it has been introduced and has contributed to improving personnel management
processes,» said Nursultan
Bekinov, Director of the Department at the Kazakh Agency for Civil Service Affairs.
