Kazakhstan is introducing systemic digital control and comprehensive assessments of all construction projects. This is outlined in the new Construction Code, announced Vice Minister of Industry and Construction Kuandyk Kazhkenov. President Kassym-Jomart Tokayev signed the document on January 9. The code limits changes to general and detailed plans of cities and villages, allowing adjustments no more than once every two years to prevent chaotic development. The ministry notes that all stages, from planning to approvals, will now be digitized and processed through a single construction portal. This will prevent the development of areas designated for schools, public gardens, and social facilities. Construction safety and quality requirements are being tightened: mandatory seismic testing of structures, fire safety assessments, and state inspections are being introduced for complex and socially significant projects. The powers of architectural and construction oversight are being expanded, and developers’ responsibilities are being increased. The housing warranty period has been extended to five years, with certain structural elements covered for up to 10 years.
«Previously, our warranty period was two years. Under
the Construction Code, we have now increased it to five years. However, we’ve
also extended it to ten years for certain structural elements. If poor-quality
construction or installation work is identified, the company responsible will
be required to bring the work into compliance,» Kazhkenov
said.
