Kazakhstan develops unified construction portal

New regulations are being introduced in Kazakhstan’s construction sector. The Mazhilis, the lower house of Parliament, has adopted the Construction Code in its second reading. The document aims to improve the quality and transparency of the sector, with digital technologies becoming the primary oversight mechanism. The new law stipulates that all stages of construction from design to commissioning will be integrated into a single digital portal. Currently, over 90% of the country’s construction projects are registered in the E-Qurylys system. Every newly built facility will receive a digital passport. AI will be used to analyze seismically hazardous areas to prevent the construction of social facilities in these zones. Standardization of construction quality will be transferred to a scientific institute and aligned with international requirements.

«We studied public opinion, and several representatives of public organizations and academia visited us. A special meeting of the Public Chamber was held in the Mazhilis. European standards were implemented and a foundation was laid in accordance with modern requirements. The goal was to regulate state control and introduce oversight standards,» said Mazhilis Member Murat Abenov.

Kazakh Mazhilis adopts law on banks and banking activities

The Mazhilis also adopted the law on banks and banking activities. The document introduces amendments to the protection and use of citizens personal data by the countrys banks. Kazakh citizens have the right to receive information about when and for what purposes financial institutions use their biometric data. The law introduces a comprehensive framework for the circulation of digital financial assets and creates a regulated infrastructure for tokens linked to commodities and real assets.
