Volunteer activities will be enshrined in Kazakhstan’s Constitution, Deputy Chairman of the Constitutional Court, Bakyt Nurmukhanov, announced at the 10th meeting of the Constitutional Reform Commission. He said the Commission supported the proposal, taking into account the country’s Law on Volunteerism, the importance of citizens’ voluntary assistance to those in need, and the crucial role of volunteers in environmental protection. Notably, at the initiative of President Kassym-Jomart Tokayev, the United Nations has declared 2026 the International Year of Volunteers.
«An addition has been made to draft Article 31,
paragraph 2, stating that the Republic of Kazakhstan supports voluntary social
insurance, other forms of social security, volunteerism, and charitable
activity. The initiators believe this idea logically complements other
provisions of the draft, particularly the preamble and the fundamental
principles of the Republic of Kazakhstan,» Nurmukhanov said.
