Amendments are planned for 77 articles of the Constitution of Kazakhstan, representing approximately 84% of the text of the Basic Law. At the fourth meeting of the Constitutional Commission, a consolidated draft of the amendments was presented. The updated document includes a preamble, 11 sections, and 104 articles. Two new sections have been added – ‘People’s Council’ and ‘Amendments and Additions to the Constitution.’ Another four sections will be renamed. Overall, the preamble of the Constitution will receive a completely new wording. In particular, the changes focus on strengthening the protection of the right to life and personal data, enshrining the inviolability of the individual, and reinforcing the independence of the judiciary.
«Changing the titles of sections and clarifying the
wording of the Constitution is not merely an editorial adjustment. It is a
carefully considered conceptual step aimed at updating approaches to
constitutional regulation, strengthening legal precision, and enhancing the
quality of the Basic Law. As a result, legal norms will be established that
reflect the evolving social relations of the modern world,» said Bakyt Nurmukhanov, Deputy Chairman of the Constitutional
Court of Kazakhstan and member of the Constitutional Commission.
