A broad discussion
of the upcoming parliamentary reform continues in Kazakhstan. The fourth
meeting of the Working Group, chaired by State Counsellor Erlan Karin, was
held in Astana. The main focus of the meeting was consideration of issues
related to interaction between the future Parliament and other institutions of
power, as well as the naming of the
new unicameral legislative body. More than 500
proposals on the parliamentary reform have already been submitted by Kazakh
citizens, including experts and representatives of public organizations. Erlan
Karin instructed that all submitted initiatives
be summarized and analyzed. The development of approaches to improving the
parliamentary system will continue at subsequent meetings of the Working Group. Notably, the
group was established on October 8
last year by order of President Kassym-Jomart Tokayev. Its first meeting was
held on October 14 and was attended by the Head of State. On the same day, at his instruction, a
special section ‘Parliamentary Reform’ was launched on the e-Otinish and eGov platforms to
collect proposals from citizens. At the second meeting on December 2, issues
related to the formation of the new Parliament were discussed in detail. The
third meeting focused on mechanisms of the legislative process of the future
Parliament.
