The People’s Council will become a new platform for dialogue between society and the state. This body builds on the experience of the Assembly of the People of Kazakhstan and the National Kurultai. Its powers will also be expanded. The Council will be empowered to initiate legislation, propose referendums, and formulate recommendations on domestic policy. This was announced by experts gathered in Almaty to discuss the draft new Constitution. According to them, a separate section on the People’s Council aims to strengthen social cohesion and mutual understanding.
«Given the current external environment,
which requires change and societal transformation, there are also internal
public demands that need to be consolidated within the People’s Council. Unlike
Parliament or the Kurultai, this institution will have the capacity to respond
promptly to developments in society, quickly address emerging challenges, and
immediately initiate appeals to government bodies,» said Assel
Nazarbetova, Head of the KazISS Representative Office in Almaty.
