New Constitution shapes strong institutional framework

Kazakhstan’s transition to a new governance model that expands the powers of the legislative branch is a natural step, says political scientist Talgat Kaliyev. He notes that the provisions proposed in the draft new Constitution are shaping a renewed architecture of power, while the redistribution of powers will strengthen the resilience of political institutions. The expert highlighted key elements of the updated Basic Law, including the creation of a unicameral Parliament – the Kurultai, the introduction of the Vice President’s post, and the establishment of the Khalyk Kenesi.

«The proposed Constitution envisions a full transition from a personalized governance model to an institutional one. In other words, power will be based not on the human factor or individual officials, but on institutions and procedures, creating a far more stable system. The establishment of the Khalyk Kenesi, bringing together representatives of civil society, ethnocultural associations, and the regions through maslikhat members, will also contribute to shaping a new and more complex model,» noted political scientist Talgat Kaliyev.
