New Constitution: foundation for Kazakhstan’s long-term development

Constitutional reform marks a defining milestone in the country’s development. The new Constitution lays the legal foundation for democratization and political renewal, advancing the vision of a Just Kazakhstan. This was stated by Senate Chairman Maulen Ashimbayev during a meeting with maslikhat deputies dedicated to discussing the updated Constitution. The Speaker of the Upper House of the Kazakh Parliament noted that the draft new Basic Law places particular focus on the development of human capital, education, science, and innovation. The meeting also addressed amendments aimed at transforming the system of governance and establishing new political institutions, including the Kurultai and the People’s Council. Participants exchanged views on their formation, functions, and competencies.

«At the initiative of President Kassym-Jomart Kemelevich Tokayev, a draft new Constitution was prepared and put forward for a nationwide referendum. This is undoubtedly an important step towards strengthening democracy. For the first time, the new Preamble declared human rights and freedoms as the state’s highest priority. The draft Constitution was developed with broad public involvement. Over a six-month period, members of Parliament and maslikhats, public figures, experts, and specialists from various fields took part in shaping the document. As a result, the new Constitution is balanced and carefully considered said Maulen Ashimbayev, Chairman of the Senate, the Upper House of the Kazakh Parliament.
