The outgoing year has been productive for the Mazhilis. In 2025, the lower house of the Kazakh Parliament adopted 100 laws, including 24 initiated by lawmakers themselves. Work was completed on the country’s key codes—the Budget, Tax, Water, Construction, and Digital Codes. Legislative efforts focused on socio-economic development, digital transformation, and the protection of citizens’ constitutional rights. In 2025, a law on artificial intelligence was also adopted, providing the sector with a dedicated legal framework.
«This year, in the field of digital development, two key systemic laws were adopted, which can be regarded as the main regulations in this area. One of them is the law on artificial intelligence, which will enable the launch of economic processes linked to AI-based initiatives, enhance economic indicators and labor productivity, and integrate AI into all areas of our lives—as the Head of State has emphasized. A legal framework was essential for this, and at the initiative of Parliament members, the AI law has now been developed and signed,» said Mazhilis member Yekaterina Smyshlyayeva.
Overall, the Mazhilis emphasized that legislative work this year was intensive, results-oriented, and productive. A separate set of laws focused on children, education, and healthcare. Taken together, the legislation strengthened Kazakhstan’s domestic and foreign policies and laid the groundwork for the country’s continued development.

for Kazakhstan’s socio-economic development and for enhancing the efficiency of
all government bodies in protecting citizens’ constitutional rights. The
Mazhilis of Parliament worked diligently and has undergone significant changes
following the 2022 constitutional reforms,» said Mazhilis member Marat Bashimov.
