Kazakhstan launches large-scale legislative overhaul

The adoption of the new Constitution marked a key milestone in Kazakhstan’s political modernization. During the plenary session, Mazhilis Chairman Yerlan Koshanov emphasized the significance of the recent referendum and highlighted the high level of citizen participation. According to him, the broad support for the document reflects society’s strong trust in the course set by the Head of State.


«We have taken a bold step toward building a strong, just, and progressive Kazakhstan. The referendum demonstrated that society has rallied around the President’s course and become even more united. The broad support for the new People’s Constitution is a source of great pride for all of us. We witnessed this firsthand during our trips across the regions. MPs visited every region of the country. We met with labor collectives and held open dialogues with residents in villages, districts, and cities. Our colleagues also played an active role in drafting the text of the new Constitution, and I sincerely thank the entire parliamentary body for thatsaid Yerlan Koshanov, Chairman of the Mazhilis, the Lower House of the Kazakh Parliament.

Yerlan Koshanov outlined the priority tasks facing the MPs. Legal support must be ensured for the adopted constitutional amendments within a short timeframe. A package of corresponding draft laws is set to be submitted to the Parliament in the near future.

«We will adopt five new constitutional laws, including on the President, the Kurultai, the People’s Council, the status of the capital, and the country’s administrative-territorial structure. Also, amendments will be required to eight constitutional laws and over 60 other laws, making this a task of great responsibility. Furthermore, the Head of State has decided to carry out an amnesty for a number of criminal and administrative offenses. We must pass this law by the end of the session. This places a significant responsibility on us, the MPsKoshanov added.
