Kazakhstan digitizes its construction sector

Kazakhstan’s construction sector is undergoing a digital transformation. Currently, all 54 public services in the sector are available online. Kazakh citizens access them most frequently through electronic services, whose share reached 96 percent by the end of last year. The most in-demand procedures include address assignment, obtaining design permits, and approval of draft architectural plans. AI technologies are also being introduced in the sector. For example, a pilot project using computer vision has already been launched in Astana to monitor construction. The system allows early detection of land misuse and deviations from urban development plans. Overall, 20 key processes have already been digitalized as part of the sector’s digital transformation roadmap. Prime Minister Olzhas Bektenov emphasized that the digital transition increases transparency in the construction sector while reducing and simplifying procedures.

«Alongside legislative reforms, a transition to modern digital systems is underway. The Unified Construction Portal will enhance transparency in the sector, integrate fragmented systems under a single-window principle, and reduce excessive bureaucracy while shortening timelines. I instruct the Ministry of Industry and Construction and the Ministry of Artificial Intelligence and Digital Development to ensure that AI modules for project evaluation are operational in pilot mode by the end of July, and to continue transferring general and detailed plans into the Urban Planning Cadastre. All digitalization plans for the sector must be accelerated,» Bektenov said.

Overall, Kazakhstan maintained positive momentum in the construction sector last year, with more than 20 million square meters of housing built nationwide. This year, the plan is to commission 18.5 million square meters of housing.
