The transition to a unicameral Parliament in
Kazakhstan will increase the efficiency of legislative work. This view was
expressed by Lithuanian political scientist Algis Krupavičius. According to
him, of the world’s 188 national parliaments, 107 are unicameral. This
demonstrates the popularity of the system, which an increasing number of
countries have adopted over the past ten years. It allows not only for
simplifying the legislative process and avoiding repeated rejections and
returns of documents, but also for enhancing the members’ accountability to society. The
expert believes that such political changes cannot be adopted without a
referendum.
«Kazakhstan is set to adopt constitutional amendments in a referendum, which would once again be a logical step. Making decisions by the entire population is becoming the rule,» noted Algis Krupavičius, a political scientist from Lithuania.
International
experts describe the constitutional reforms proposed by President Kassym-Jomart
Tokayev as well-grounded within the country’s political modernization. In their
view, the proposed changes are aimed at strengthening the stability and
effectiveness of the public administration system. Among the key initiatives
are the introduction of the institution of Vice President and the establishment
of the People’s Council as a permanent advisory body designed to ensure broader
public participation in government decision making.
