Kazakhstan’s upcoming constitutional reform has drawn the attention of the international community. Foreign experts view the changes underway in the country as a step toward a more direct and more advanced democracy. French political analyst Emmanuel Dupuy notes that President Kassym-Jomart Tokayev clearly outlined the reform’s objectives in his address at the Kurultai, helping to clarify the new institutional architecture and the redistribution of powers. The expert places particular emphasis on the establishment of the Khalyk Kenesi (People’s Council) as a mechanism for civic consultation that will meet international standards.
«It is exactly what I think we could have understood from that speech of President Tokayev in the UN, at the 80th anniversary of the General Assembly when he spoke about the need to have a so-called Strong President - Influential Parliament - Accountable Government. Because I think the institutions say a lot about the aim of the direction that the country wants to take as a Middle power, as a stabilization nation,» noted Emmanuel Dupuy, President of the analytical center Institute for Prospective and Security in Europe, France.
