More than 4,000 proposals have been submitted by Kazakh citizens regarding the draft of the new Constitution. This was announced at the seventh meeting of the Constitutional Commission. Speakers noted that, from the outset, the large-scale constitutional reform has been implemented based on the principle of direct public feedback. Proposals were submitted not only by ordinary citizens, but also by legal scholars, experts, political parties, and non-governmental organizations. The majority of Kazakh citizens view the changes positively and support the constitutional reform.
«During discussions of the
draft new Constitution, public attitudes toward the Basic Law are noticeably
changing. A significant portion of citizens are beginning to view the
Constitution not only as a legal document defining the powers of the state
authorities, but also as a foundational text enshrining values and principles
and setting the direction for the country’s development. Citizens’ proposals
reveal a clear expectation that constitutional norms will be concrete and
practical, directly affecting everyday life, social justice, and the quality of
government decisions,»
said Zhandos
Shaimardanov, Director
of the Kazakhstan
Institute for Strategic Studies under the President of Kazakhstan and member
of the Constitutional Commission.
