Foreign experts share views on Constitutional reform

Constitutional reform in Kazakhstan is being widely discussed by international experts. The changes will strengthen state institutions and make the system of government more balanced, according to Professor Glenn Hole of the University of South-Eastern Norway. He said the introduction of a Vice President post and the strengthening of other branches of government will all enhance stability and boost international trust. However, the expert stressed that the most important thing is not the reforms on paper, but how they work in practice.

«From my point of view the new Constitution aims to reset the state legitimacy by strengthening the institutions and increasing their accountability. Its purpose is to make Kazakhstan more predictable, more resilient and credible. And if rules are stable and enforced, the world will also continue to see Kazakhstan as a reliable partner for the future and also for investing said Glenn Agung Hole, Professor of the University of South-Eastern Norway.


Former Georgian Deputy Foreign Minister David Aptsiauri also shared his opinion. He believes that the modern world is full of new challenges, and constitutional reform is seen as a key tool for mitigating these risks. He said the adoption of a new Basic Law will facilitate institutional renewal and strengthen Kazakhstan’s international standing as a middle power and a leader in the Eurasian region. Furthermore, the new Constitution will also impact domestic stability. These two factors are closely interconnected.

«The decision in terms of the Constitutional changes of the country has been made at a very critical time and in the very right time when the world is turbulent, less predictable and internal stability takes, in these circumstances, a fundamental importance. So, stability is extremely important, so in that sense, the stability must be guaranteed by concrete measures,» noted David Aptsiauri, Professor, Former Georgian Deputy Foreign Minister.
