The Constitutional reform is intended to become one of the most important stages in Kazakhstan’s political modernization. Its primary task is to form a more balanced system of government in which the powers of Parliament are expanded and state institutions strengthen their accountability to society. Aidos Sarym, a member of the Mazhilis, the Lower House of the Kazakh Parliament, and member of the Constitutional Commission, spoke about the changes embedded in the new governance architecture. According to him, one of the key elements of the reform is the significant expansion of the Kurultai’s functions as a renewed parliamentary institution. While Article 53 of the Basic Law currently enshrines 13 powers of Parliament, the new version increases this number to 23. These, Sarym emphasizes, constitute the fundamental and conceptual changes of the future political model.
«There
will be more issues for us to address. For example, previously, the functions
of Parliament were divided into two. The appointment of the heads of the
National Bank and their reports used to go through the Senate. Now, all of this
will be handled by the Kurultai. All matters will be discussed there. The role
of committees and working groups is being strengthened. Overall, I believe that
many procedural issues will undergo changes,» noted Aidos Sarym, a
member of the Mazhilis and Constitutional Commission.
