Kazakhstan’s new Constitution to underpin country’s development

Kazakhstan’s new draft Constitution guarantees the protection of citizens’ personal data. As noted by Mazhilis member Aituar Koshmambetov, this is of great importance in a world where rapidly advancing technologies have already become part of everyday life - from public services to business and education. Personal data leaks worldwide are becoming a major cause of cybercrime. He emphasized that enshrining the right to digital privacy in the Constitution should help protect Kazakh citizens from potential abuses.


«The protection of citizens’ information is acquiring fundamentally new significance. Therefore, the state must guarantee digital privacy and protection against the misuse of personal data at the constitutional level. We are, in fact, participants in the most extensive and profound political modernization process. This transformation has resulted from a combination of the political will of the Head of State and a mature public demand for the renewal of state institutions,» noted Aituar Koshmambetov, a member of the Mazhilis, the Lower House of the Kazakh Parliament.


Kazakh citizens support 98% of the provisions of the new Constitution, Mazhilis member Yelnur Beissenbayev stated. According to him, the conceptual nature of the provisions of the Basic Law is evident from the very first article. This is the state’s response to society’s demands, led by justice, order, and stability.

«Paragraph 1 of Article 2 clearly stipulates that Kazakhstan remains a presidential republic, where the Head of State ensures the coordinated work of all branches of government. The President bears primary responsibility for the future of the state and the nation, as well as for the decisions made. This is not a privilege; it is the highest duty,» said Yelnur Beissenbayev, a member of the Mazhilis, the Lower House of the Kazakh Parliament.
