Kazakh State Counsellor outlines key principles of draft new Constitution

At the seventh meeting of the Constitutional Commission, State Counsellor Erlan Karin explained the key provisions of the draft of Kazakhstan’s new Constitution. Karin noted that the new preamble clearly enshrines the inviolability of the country’s state borders and territorial integrity. According to him, the preservation and strengthening of sovereignty and independence are unshakable principles of the new Constitution.

«The territorial integrity of our country will never be violated and will never change. This needs to be reiterated because some citizens express the view that the country’s administrative-territorial integrity could be altered, which is, in fact, false information and pure manipulation. The new Constitution establishes strong legal barriers to such actions, both now and in the future. Thus, the preamble clearly enshrines the inviolability of the state borders and territorial integrity,» noted Erlan Karin, Kazakh State Counsellor and Deputy Chair of the Constitutional Commission.

The State Counsellor also noted that the constitutional amendments are aimed at adapting to modern realities. The fundamental difference between the proposed document and the current Constitution is that human rights and freedoms are placed at the forefront. One of the key ideas of the draft Constitution is a people-centered state. In addition, it imposes no restrictions on freedom of speech.
