Since the beginning of the year, the Senate, the upper house of the Kazakh Parliament, has reviewed 102 laws, all aimed at ensuring political stability and sustainable socio-economic development. Senators approved the new Budget and Tax Codes, as well as the Water Code. More than 130 parliamentary inquiries were also submitted to the government. In addition, lawmakers focused on the digital sector, which is strategic for the country’s development. The Digital Code and the Law on Artificial Intelligence were approved.
«In his annual state-of-the-nation address, President Kassym-Jomart Tokayev set a key objective – to transform Kazakhstan into a digital state within three years. The Digital Code reviewed today establishes the legal framework for achieving this goal. The Code defines the objects and subjects of the digital environment and sets out legal mechanisms for digital public administration. Security issues have also received due attention. The adoption of the Digital Code will facilitate the introduction of modern technologies across all sectors,» said Senate Chairperson Maulen Ashimbayev.
Today, Senate members also reviewed two key pieces of legislation: the
Construction Code and the Law on Banks and Banking Activity, in its revised
edition. Following the discussion, the senators gave conceptual approval to
both documents but proposed a number of amendments. As a result, both were
returned to the Mazhilis,
the lower house, for further
revision.
